Kelly County has been referenced on several westbound Interstate 404 road signs seen throughout Vice City.

These signs suggest that the county is positioned west of Vice-Dale County, placing it in the southwestern part of Leonida.

The area appears to have a more spread-out and less densely urbanized environment than Vice City, with a mixture of highways, smaller communities, industrial areas, recreational facilities, and rural surroundings.

One of the county’s most important locations is Port Gellhorn, a former tourist destination that now appears noticeably more run-down than Leonida’s major metropolitan areas.

Rockstar Games has not officially confirmed the exact real-world county or counties used as the direct inspiration for Kelly County.
