State of Leonida
The State of Leonida is a fictional U.S. state featured in Grand Theft Auto VI. It is the primary setting of the game and includes Vice City along with a wide range of coastal, urban, rural, industrial, and wilderness regions.
Leonida is heavily inspired by the real-world state of Florida, while also incorporating elements from neighboring parts of the southeastern United States.
Description
Leonida is known for its beaches, resorts, amusement attractions, warm climate, boating culture, and major shipping activity.
The state includes some of the most recognizable locations in the Grand Theft Auto universe, including Vice City and Vice Beach, both of which have been referenced in earlier titles.
Leonida also appears to embrace the more bizarre side of Florida-inspired culture. The state is associated with eccentric local stories, conspiracy theories, and the fictional Leonida Manphenomenon, a clear parody of the real-world “Florida Man” trend.
In GTA VI, Leonida serves as Rockstar Games’ largest open-world map to date.
Rockstar has described the game world as being roughly twice the size of GTA V’s San Andreas, while also placing greater emphasis on density, interactivity, and environmental detail.
The map is expected to feature significantly more accessible interiors, populated areas, smaller towns, backroads, and varied natural environments.
Regions
Leonida is divided into six major regions:
- Vice City
- Leonida Keys
- Grassrivers
- Port Gellhorn
- Ambrosia
- Mount Kalaga National Park
Each region represents a different side of the state.
Vice City focuses on dense urban development and coastal nightlife, while the Leonida Keys feature island communities and tropical scenery.
Grassrivers is dominated by wetlands and swamp environments.
Port Gellhorn appears to be a faded tourist destination with a rougher atmosphere, while Ambrosia is more heavily associated with industry and manufacturing.
Mount Kalaga National Park introduces forests, rural terrain, and higher elevation areas that differ sharply from the flat coastal landscape found elsewhere in Leonida.
Development and Research
Rockstar Games carried out extensive research while developing Leonida.
Members of the development team traveled across South Florida, including Miami, the Florida Keys, and the Everglades.
The team also researched communities farther north, studying both cities and smaller rural areas in order to create a broader representation of the state.
Writers spoke with local residents and studied regional culture, crime, policing, dialects, and everyday life.
Artists also visited real locations and interiors to gather visual reference material for the game’s environments.
Rockstar’s goal was not simply to recreate Miami, but to build a fictional state that captures the wider contrast of Florida.
Northern Border
Leonida’s northern boundary appears to extend through or beyond Mount Kalaga National Park.
It has been suggested that the state may border another fictional region known as the State of Gloriana, although the exact relationship between the two states has not yet been fully explained.
Influence
Leonida is primarily based on Florida.
Its beaches, cities, swamps, tropical weather, tourism, highways, nightlife, and unusual local culture strongly reflect the real state.
However, certain areas appear to draw influence from Georgia as well.
This is especially noticeable in the terrain around Mount Kalaga National Park and some of the more rural northern locations.
One prison complex seen in early GTA VI material has also been compared to facilities in Georgia.
Rockstar has described Florida as a place defined by contrast.
Luxury and poverty, beauty and crime, tourism and isolation all exist close together, making it a natural setting for a Grand Theft Auto game.
The studio has referred to Florida as “America dialed up to 11,” reflecting the exaggerated but recognizable tone Rockstar wanted to capture in Leonida.
Name Origin
The name Leonida may have been inspired by Juan Ponce de León, the Spanish explorer associated with early European expeditions to Florida.
The name also helps distinguish the HD Universe version of the region from the Florida seen or referenced in earlier Grand Theft Auto games.
Known Counties
The following counties are currently known to exist within Leonida:
- Vice-Dale County
- Kelly County
- Leonard County
- Ambrosia County
- Mariana County
Additional counties may be revealed as more information about GTA VI becomes available.
Major Cities and Towns
Only a limited number of settlements have been officially identified so far.
Vice-Dale County
- Vice City
- Vice Beach
- Hamlet
Mariana County
- Key Lento
- Watson Bay
Kelly County
- Port Gellhorn
Ambrosia County
- Ambrosia
Leonard County
- Waning Sands
More cities, towns, and smaller communities are expected to exist throughout Leonida.
Vice City
Vice City is the largest and most important city in Leonida.
Inspired by Miami, it serves as one of GTA VI’s central locations and combines high-rise development, beaches, nightlife, luxury neighborhoods, criminal activity, and dense urban environments.
The city has appeared in previous Grand Theft Auto titles, although GTA VI introduces a new HD Universe version of Vice City.
Leonida Keys
The Leonida Keys are inspired by the Florida Keys.
This region features island communities, bridges, waterfront properties, marinas, fishing areas, and tropical scenery.
Jason Duval is closely connected to this part of the state and is known to live in Key Lento.
Grassrivers
Grassrivers is Leonida’s major wetland region.
It is heavily inspired by the Everglades and features swamps, waterways, wildlife, isolated roads, and rural settlements.
The area appears to contrast strongly with the dense urban environment of Vice City.
Port Gellhorn
Port Gellhorn is a former tourist destination that has seen better days.
It appears to feature aging commercial areas, roadside businesses, older attractions, and a rougher local population.
The region is likely influenced by several coastal and tourist communities across Florida.
Ambrosia
Ambrosia is an industrial region of Leonida.
It appears to be associated with factories, manufacturing, warehouses, and heavy infrastructure.
The area offers another major contrast to the beaches and luxury districts seen around Vice City.
Mount Kalaga National Park
Mount Kalaga National Park represents Leonida’s more remote and rugged northern landscape.
The region includes forests, hills, wilderness, and outdoor recreation.
Its terrain suggests stronger influence from northern Florida and neighboring Georgia than the tropical areas farther south.
Trivia
The official seal of Leonida is inspired by the real Florida state seal, but with Rockstar’s trademark sense of humor.
One version of the seal depicts a person being attacked or eaten by an alligator.
Florida itself has been mentioned several times throughout the Grand Theft Auto series.
In the 3D Universe, Vice City was explicitly located in Florida.
In the HD Universe, however, Rockstar eventually replaced Florida with the fictional State of Leonidaas the location of Vice City.
This effectively makes Leonida the HD Universe counterpart to Florida.
The change follows a pattern seen elsewhere in the series, where real-world or previously used location names have later been replaced by fictional GTA equivalents.
One example is San Andreas, which originally referred to a city in the first Grand Theft Auto before later becoming the name of an entire state in Grand Theft Auto: San Andreas.
During GTA VI’s development, Rockstar reportedly considered representing more areas inspired by central Florida, including regions similar to Orlando and the Space Coast.
Although those exact locations may not appear directly, the development team aimed to create what it described as a broader “full Florida experience.”
Rockstar’s research also extended beyond Miami and South Florida to places such as Panama City, Jacksonville, Ocala, and smaller northern communities.
