Rockstar describes him as a veteran of the region’s smuggling trade, someone who has been moving product since what it calls the “golden age of smuggling in the Keys.”

Although Brian is getting older, he remains active in the criminal underworld. Rather than taking the biggest risks himself, he now relies on younger associates to handle much of the dangerous work.

His most important known connection is with Jason Duval, who lives rent-free at one of Brian’s properties in exchange for helping with local shakedowns and other criminal jobs.

Background

Brian has spent much of his life involved in smuggling and drug trafficking across the Leonida Keys.

His career appears to stretch back decades, beginning during an earlier era when smugglers relied heavily on small aircraft and boats to move narcotics through the region.

Rockstar characterizes Brian as someone who may look like a relaxed local beach bum, but who remains extremely dangerous and experienced underneath the surface.

By the time of GTA VI, Brian has accumulated enough influence and local knowledge to avoid doing much of the hands-on work himself.

Instead, he operates more like a local handler, assigning work to people he trusts while continuing to control his smuggling business.

Brian is not retired.

Despite his age, he continues to move drugs through his operations in the Leonida Keys.

His experience makes him highly familiar with the region’s waterways, trafficking routes, marinas, and local criminal networks.

One of his remarks about his earlier career suggests that he once transported large quantities of marijuana by airplane before eventually shifting more of his operation toward boats and marina-based smuggling.

Brian operates Brian’s Boat Works & Marina, a working marina and boat yard located somewhere in the Leonida Keys.

His third wife, Lori Heder, is also connected to the operation.

Rockstar’s official character description makes it clear that Brian still moves product through the boat yard, even if he increasingly lets other people handle the riskier parts of the job.

Relationship With Jason Duval

Jason Duval has a direct working relationship with Brian.

Brian allows Jason to live rent-free at one of his properties in the Leonida Keys, but the arrangement comes with conditions.

It remains unclear whether Lori will have a larger role in GTA VI’s story.

On the surface, he resembles an older Keys local who has spent most of his life around boats, beaches, and the water.

Brian also seems comfortable delegating responsibility.

Instead of trying to prove himself by doing everything personally, he uses his connections and experience to get other people to handle the dangerous work.

Role in GTA VI

Brian appears to serve as an early criminal contact and job provider for Jason.

His position within the Leonida Keys gives him access to local criminal networks, smuggling operations, and transportation routes.

Brian Heder’s voice actor has not been officially confirmed.

Following Trailer 2, many fans and media outlets speculated that actor Stephen Root may be providing Brian’s voice.

Root is known for roles in productions such as Office Space, King of the Hill, Barry, and NewsRadio.

However, Rockstar Games has not released an official GTA VI cast list confirming the role.

Any attribution to Stephen Root should therefore be treated as speculation rather than confirmed information.
